Leveraging the industry-education integration innovation system of Xi’an Jiaotong-Liverpool University, the domestic C9 university cluster, and China’s industrial resources, the SLUGU International Innovation Education Center provides European universities with an official, compliant, full-chain channel for establishing cooperation in China.

With its proprietary (5+4+1) industry-education integration empowerment curriculum system as the core vehicle, and relying on its Central and Eastern Europe physical center in Budapest, Hungary, the NCUK international credit articulation system, and the EHEA European Higher Education Area credit adaptation framework, the platform creates a normalized cooperation ecosystem for European universities coming to China — covering joint academic development, mutual credit recognition, joint program delivery, two-way faculty and student exchange, research collaboration, and industry engagement with Chinese enterprises.

Drawing on the investment-banking approach to global resource integration, we break down barriers between Chinese and foreign education, and build for European universities a long-term cooperation platform that combines “China university partnership matchmaking + two-way student mobility + industry practice implementation in China + China-Europe research commercialization”.

The SLUGU International Innovation Education Center originated from the Belt and Road College of Industry-Entrepreneurs of Xi’an Jiaotong-Liverpool University, and is an international innovation-practice platform within the university system.

Core mission: to build an official, normalized bridge of cooperation between European universities and Chinese universities, Chinese industries, and Chinese enterprises going global.


DEVELOPMENT HISTORY
January 2024 | The Belt and Road College of Industry-Entrepreneurs of Xi'an Jiaotong-Liverpool University was officially established, launching advance planning for China-Europe education and industry collaboration. May 2024 | The Central and Eastern Europe Center in Budapest, Hungary was officially inaugurated, establishing the platform's physical operational foothold in Europe and carrying out outreach to European universities, student pipeline building, and enterprise matchmaking. December 2024 | The Silk Road Silicon Valley International Innovation Education Center was officially inaugurated at the main campus of Xi'an Jiaotong-Liverpool University, completing the platform's overall architecture. April 2025 | The Central and Eastern Europe Silk Road Silicon Valley Innovation Education Center was unveiled; a China-Europe industry-education integration forum was held, and the first batch of country-specific industry bluebook research findings was released. January 2026 | XJTLU SLUGU International Business School completed its European layout and advanced the building of China-Europe high-level joint talent cultivation programs. May 2026 | The National Belt and Road Industry-Education Integration Innovation Forum was held, and the Silk Road Industry-Education Integration Innovation Alliance was launched, bringing together universities, enterprises, and research institutions from home and abroad. July 2026 | The platform attended the NCUK Official Partner Conference, introducing its mature International Year One and foundation articulation systems to refine the articulation between Chinese and foreign study stages.

Compliant and controllable cooperation processes All Sino-foreign cooperation projects are advanced through China's accredited university system, in compliance with the Regulations of the People's Republic of China on Chinese-Foreign Cooperation in Running Schools and relevant regulations on the oversight of transnational education. On the basis of formal agreements signed between the partner institutions, cooperation is carried out in a manner that can be filed, publicly disclosed, and sustained. Normalized two-way mobility of quality students Within the compliant policy framework, the platform channels Chinese undergraduate, master's, and visiting-exchange students to partner European universities, while supporting European students coming to China for exchange, short-term programs, and study tours, opening a two-way mobility channel. Direct university-enterprise channels to China's leading companies The platform helps European universities connect with leading Chinese enterprises going global to carry out diverse university-enterprise activities, including joint research, customized talent cultivation, real business projects on campus, student industry internships, and two-way commercialization of research outcomes. Support for international credit system adaptation Compatible with the ECTS credit standards of the EHEA European Higher Education Area, the NCUK international curriculum system, and Chinese universities' credit management rules, the platform supports two-way mutual credit recognition and joint cultivation, provided that training programs match and inter-institutional agreements are complete.
